Dear Sterndale Bennett,
I enclose two copies of the draft minute to the Prime Minister which we prepared this afternoon. I am afraid that a few mistakes were made in copying, but in view of the pressure of time I have not had the whole document re-copied.
The only addition to the draft which we did this afternoon is the insertion in the last line but one of paragraph 7 of the words "he United States Chiefs of Staff and". which we feel to be desirable.
I should be glad to know as soon as this draft has been approved at as high a level as you may think necessary in the Foreign Office. We will then put it up to our Secretary of State with the suggestion that he should send it as a draft to Mr. Eden and the Secretary of State for War.
